Technical Advisor

Location: Tiverton, Ontario

Duration: 1 year

Provide technical expertise, analysis and assessment for nuclear plant engineering and operations in assigned areas of responsibilities. Provide guidance to department staff on technical issues. Carry out the standard accountabilities of the Technical Advisor by providing technical direction as described in one or more of the following role documents:

SAFE OPERATING ENVELOPE PROJECT (SOEP)

  • Support the Manager to discharge his/her accountabilities by providing technical advice regarding documentation of the boundaries of safe operation of the station.
  • Assist the Manager with the definition and documentation of the Safe Operating Envelope by providing expert knowledge of station systems, station operating practices and of the interactions among station nuclear safety, systems engineering, operations and maintenance organizations.
  • Participate in the development of the scope, objectives and milestones of the SOEP.
  • Assist in the preparation of regular progress reports.
  • Work with the stations to define appropriate compliance requirements/procedures for operating within the boundaries of the SOE.
  • Extract and consolidate key information from stations required for the definition of SOE.
  • Assist with the preparation of SOE and Operability Limits, including corrective actions, recovery times and surveillance requirements.

OR FUEL CHANNEL INSPECTION AND MAINTENANCE

  • Coordinate with other engineering departments accountable for preparing inspection programs to ensure that FCIMD has the required equipment, staff qualifications, and demonstrated performance to meet the specified program.
  • Represent FCIMD on CSA and technical committees and advise the Manager FCIMD on any changing requirements.
  • Communicate with R and D groups and external utilities/agencies, and identify emerging issues.
  • Develop and prepare an integrated equipment strategy and plan to ensure FCIMD has the necessary techniques to meet the long-term need of Nuclear. Identify any R and D required and prepare work packages to be implemented by others.
  • Identify risks in inspection programs and advise the Manager FCIMD on strategies to mitigate risks.
  • Review business case summaries for compliance with equipment and performance demonstration strategies.
  • Identify and plan any new certification / qualification requirements for inspection staff.
  • Review the standards for performance demonstration with internal and external organizations. Develop a generic performance demonstration program, communicate/train department staff, and monitor the program implementation. Advise the Manager, FCIMD on P. D. compliance issues.
  • Review inspection reports and advise the Manager FCIMD on any significant trends.

OR THERMAL HYDRAULIC ANALYSIS

  • Deliver specialized technical thermalhydraulic and instrumentation expertise to the stations and line organization in: a) Thermalhydraulic analysis for normal operation and safety related events; b) Plant thermal performance monitoring and diagnostics; c) Instrument calibration; d) Specialized measurements and analysis; e) Provide technical interface with specialist regulatory staff; f) Technical advice on thermalhydraulic and instrumentation research and development programs.
  • Maintain and enhance individual expertise in assigned areas of responsibility.
  • Promote technical development and expertise transfer to the line organization.

OR FUEL AND FUEL CHANNELS

  • Deliver specialized technical fuel and fuel channel expertise to the stations and line organization in:·performance, design and operation;· safety analysis;· research and development programs.
  • Provide technical interface with specialist regulatory staff.
  • Advise Department Manager on optimal technical approaches and/or licensing strategies. Provide independent technical review of Departmental products upon request.
  • Participate on external committees and working groups associated with Department function.

OR NUCLEAR ANALYSIS

  • Deliver specialized technical nuclear analysis expertise to the stations and line organization in: a) reactor physics, radiation safety and containment response; b) reactor and plant safety analysis; c) provide technical interface with specialist regulatory staff; d) technical advice on reactor physics, radiation safety and containment response research and development programs.
  • Maintain and enhance individual expertise in assigned areas of responsibility.
  • Promote technical development and expertise transfer to the line organization.

OR IN VARIOUS HEAD OFFICE ENGINEERING/TECHNICAL DEPARTMENTS

  • Assist the Manager and colleague Section Managers with Business Planning and Work Program Planning by delivering complete and accurate information regarding:· Department priorities and status,· Resource constraints,· Work Management System data,· Performance indicator monitoring.
  • Carry out specified Department business analyses and provide recommendations to the Manager regarding options to improve the performance of the Department.
  • Assist colleague Section Managers to align work and resources with needs of multiple stations, other departments and Department priorities.
  • Coordinate the identification of needs and acquisition of regular and temporary human resources and contract services.
  • Project manage major projects.
  • Assist Manager to adapt Department and Nuclear technology and methods to achieve ongoing outputs consistent with Corporate direction and requirements for cost, quality, quantity and improvement.
  • Provide broad technical discipline expertise to the stations where expert-level capability is deemed critical to the continued success of the Department.
  • Provide due diligence advice and summaries of specific major situations.
  • Analyze complex and non-standard technical problems in the stations and devise best way to resolve them.
  • Assist station staff to implement approved solutions to problems.
  • Remain informed regarding station performance of specified equipment/systems/processes; identify emerging performance issues and provide recommendations on how to rectify problem(s).
  • Provide advice to station engineering staff to allow them to better understand, sustain and improve performance of equipment/systems/processes.
  • Recommend Nuclear business technical programs, reflecting internal and external operating experience and industry/ technology trends, which maintain/improve the long-term performance of major processes, equipment or systems in the stations.
  • Develop/lead development of approved technical programs to maintain/improve the long-term performance of major processes, equipment or systems in the stations e. g. standards, policies, methods, procedures.
  • Coordinate implementation of specified technical programs which apply to more than one station.
  • Provide higher level technical verification of work carried out in other sections of the department, only in cases where peer verification alone is not appropriate.
  • Assist in the identification of technical training requirements and development of department staff technical expertise, consistent with the direction of the Department Manager.

OR GENERIC ISSUES AND RESEARCH AND DEVELOPMENT (R & D)

  • Assist the Manager in providing strategic technical direction across functional areas for resolving generic issues.
  • Assist the Manager in identifying the need for and providing strategic technical direction across functional areas for R and D programs in support of resolving generic issues.
  • Assist the Manager in developing and maintaining processes for management and review of R and D programs and for dissemination and review of program results.
  • Provide technical interface with relevant engineering departments and specialist regulatory staff in the areas of generic safety–related issues and R and D programs.
  • Assure effective integration of strategic direction of R and D programs with safety analysis methodology and verification and validation of safety analysis software.

OR TECHNICAL ADVISOR (SPECIALIZED INSPECTION and MAINTENANCE)

  • Provide direct output support to the Manager in the areas of Health and Safety, Staff Training and Development and Housekeeping. Deliver specialized technical nuclear analysis expertise to assist the Manager, colleagues and Project Managers in: Planning and design, Implementation and execution, Monitoring and auditing, Improvement actions.
  • Deliver complete and accurate information about Health and Safety and Housekeeping/Staff Training and Development Programs in the following areas: Program scopes, priorities and status, Resource constraints, Scheduling and completion constraints, Program quality issues.
